The team responds to a report of a man named Ruben who is about to jump off a building. Ruben tells Sam that he has lost all of his money with an investment in a company that makes personal phones small enough to fit in a brief case. Ray asks what kind of idiot would want to carry around a phone everywhere. Sam gets on a megaphone and tells the man that he is ahead of his time and that in the future everyone will have one.

Another police squad arrives an Ray sees that it is Anthony Nunzio's team. Anthony tells Sam that he has a proven method to talk the man down using reverse psychology. Gene gives Anthony the megaphone and tells him about Ruben's situation. Anthony tells Ruben to jump because his wife shacked up with the man who invented the portable record player. Ruben jumps and hits the concrete. Anthony gives the megaphone back and says that the reverse psychology thing has a way to go.

Ray says that Anthony and Gene have a long running rivalry. They watch as Gene is angry that the suicide is written as an incident that occurred on their precinct's watch. Ray says that a crime will become a competition between Gene and Anthony. Meanwhile, a Russian speaking man puts on a mask and robs a bank. Gene tells the squad that a bank alarm has been tripped. Gene says that this crime is a meeting of warriors like Ben-Hur or Spartacus. Sam gets up and says that he is Spartacus. The squad arrives at the bank and they see that Anthony and the 144 is there. Chris says that they found a gun at the scene. Ray says that most of the bank patrons only speak Russian and that he has a boy witness that speaks English. Ray says that the witness says that there was only one robber. Ray takes the witnesses to the station. The team goes out to the street and finds a woman that was killed by a stray bullet shot by the bank robber. Gene tells Anthony that the lady was killed on the side of the street where his squad has jurisdiction. Sam examines the body and sees a Mars Rover emerge from her wound and fly away.

Gene enters the room to speak to the boy who is accompanied by a woman. Gene tells Sam that the woman is Maria Bellinger, a social worker. The boy says that his mom told him if he talks, he wil get in trouble. Maria tells the boy, Alexie that he is with the good guys. Sam and Gene ask Alexie who the robber was. Alexie says that the robber said that a bad man will kill them if he talks. Alexie says that the man is named Vasilly.

Ray tells Sam that he notices him looking at Marie. Ray tells Sam that the Russian mob is starting up an operation in New York. Ray tells Sam that he thinks that the Soviets are planning on taking over the U.S.

The team go to a bath house to meet with Vasilly. They see that Anthony and his squad are already there. Gene tells Vasilly that the robber mentioned his name. Sam shows Vasilly a picture of the robber. Vasilly tells Gene that no one working for him would wear shoes like the robber wore.

Annie talks to Marie at the station. Marie tells Annie that she is now single and asks about Sam. Annie says that Sam is a good guy. Annie says that she hasn't made a move on Sam and that she is seeing a man named Lee Crocker. Maria sees that Annie is blushing while she is talking about Sam. Annie says that Sam mentions a faraway girlfriend named Maya. Marie asks if Sam is fair game and Annie says that Sam is free and clear.

Annie tells Gene and Sam that the gun belongs to a man named Yuri. Sam, Gene, and Ray go to the Yuri's apartment. Gene tells Sam that he see's Anthony's car at the scene. Gene tells Sam to begin Operation Blue Condor. In Yuri's apartment, a man knocks on the door and tells Anthony that someone is messing with his car down stairs. After Anthony goes down to investigate, Gene pays the man and goes to Yuri. Anthony sees that his car has been spraypainted with the letters PAB. Anthony soon realizes that Gene performed Operation Blue Condor. Anthony returns to Yuri's apartment and sees his man tied up with a polaroid stuck to his head. He sees the picture of Gene and the crew with the words Payback's A B**** under it.
