In D.C., a man named Michael Latham drives his daughter to work. A black van collides with Michael's car and a group of masked men get out and take him inside their vehicle. Latham tells the men that he will give them all the money they want. The men tell Michael that they need him to fix something.

Senator Mayor holds a hearing and calls Jack to testify. Jack tells Mayor that he will not retain counsel. Mayor tells Jack that his testimony may incriminate him. Mayor asks Jack about his interrogation of Ibrahim Hadad. Jack says that Hadad was part of a terrorist sleeper cell. Mayor asks if Jack tortured Hadad. Jack says according to the Geneva Conventions he did. Jack says that Hadad planned to blow up a bus full of women and children. Jack says that he did what is necessary to protect them and achieve his objectives, adding that he adapted to his enemy. Jack then says that he knows that he is not above the law. Renee Walker, an FBI agent, walks in the hearing and shows the Senator that she has a subpoena for Jack Bauer. Renee says that she needs Bauer immediately. Senator Mayor looks over Renee's paperwork and tells the committee that Jack's testimony will resume the next day.

At the FBI office, Agent Janis Gold learns that Michael Latham was kidnapped. Janis tells Sean Hillinger, her co-worker, that Latham designed the firewall to Homeland Security's information network.

Meanwhile on a shipping boat, a man monitors the air traffic. Another man asks Latham about his work on an electronic module. Latham tells the man that his work is done. The man takes the module to another room. Elsewhere, a pilot calls to the air traffic controller but it is intercepted by the terrorists. The men tell the pilot that he is cleared to take off.

Back at the FBI office, Agent Larry Moss meets with Bauer. Larry tells Bauer that he is there because they think he can help with their situation. Jack is brought into Renee's office. Larry tells Renee to cut Jack loose if he is unable to help. Renee meets with Jack and says that there have been a recent string of thefts of high technology equipment. She says that the nation's tranportation, communication and power grids are being threatened. Jack says that he is about to be indicted. Renee says that one of the men behind the threat is someone he knows. The woman shows him a photo of Tony Almeida. Jack says that he watched Tony die. Renee says that Tony was taken by the EMT after Jack was kidnapped. Renee says that the video frame of Tony was captured recently. Jack tells Renee that he doesn't believe it. Renee says that she had Tony's body exhumed and the DNA tests confirm that it was not him. Jack sits down and stares at the photo of Tony.

Back on the boat, Tony appears and asks one of his men if they have the flight control system. Later, the man tells Tony that the module that Latham made is malfunctioning. Tony takes the module, brings it to Latham and asks him why it is not working. Tony orders Latham to fix the module. Tony says that if he can't fix the module, he will not be needed. Latham fixes the module and tells Tony that it malfunctioned because it overheated. Tony takes the module and reactivates it.

At the FAA center, Todd, an air traffic controller, notices that the system goes out of sync for a moment. The system returns but Sid, the supervisor, becomes concerned and contacts Homeland Security.

At the FBI office, Renee tells Jack that Tony is part of a homegrown terrorist organization. She says that because Tony's wife was killed by an organization led by the President, Tony is probably seeking revenge against the government. Renee says that Jack knows the same people that Tony knows.
